In this month’s Lab, we will discuss bias and inequity in the property reassessment process. The City of Asheville and Buncombe County, NC (home to Asheville) both adopted resolutions of Reparations in the wake of George Floyd’s murder. Several months later in January of 2021, the County released its property reassessment. Urban3 analyzed the County’s approach to reassessment to see if there was any form of racial bias or inequity within assessment methodology. The essence of the query was ‘is the property tax system inadvertently causing financial harm in communities of color and for those of lower wealth?’ The answer is “yes.” Joe will be joined by special guests: Larry Clark of the IAAO and Urban3 analyst Ori Baber. They will discuss Urban3’s findings and outline a path to balance out the economic injustice in the tax system.

Larry Clark, CAE, FIAAO is the Director of Strategic Initiatives at the International Association of Assessing Officials (IAAO). Larry’s decades of expertise include County Appraiser of Wyandotte County, KS, Valuation Systems Analyst for Johnson County, KS, and more than 13 years with the IAAO. Larry’s work at the IAAO promotes fair and equitable assessment, appraisal, and policy across the globe. Larry earned his BA at Pittsburg State University.

Ori Baber, PhD is an analyst at Urban3. Ori leverages his expertise in data science to identify scalable planning practices that produce better urban health and vibrant urban economies. His approach is built on years of prior experience planning, managing and evaluating place-based (re)development initiatives in North Central Florida. Ori earned his doctorate in sustainable infrastructure and urban health from the University of Florida.
